Mr. Karlock,


1) While Metro does not currently mandate densities (the region's
governments cooperatively set targets for accommodating forecasted
residential units and jobs, each city and county then adopts changes to
zoning codes) Measure 26-29 does prohibit Metro from taking action to
increase densities in the 70% or so of the region that is zoned inner or
outer neighborhoods.

Any changes to these designations, such as an inner neighborhood changing to
a "station area" would have to be at the request of the city or county.

2) Metro doesn't have any regulatory power outside of the Metro district.
Cities referred to as "neighboring cities" in the Regional Framework Plan
adopt their own regulations, consistent with State law, without coordination
or interference from Metro.

With regard to your proposal, Measure 26-29 on the May 2002 Ballot, I have
two questions:

Does your proposal prohibit Metro mandated density increases along "main
streets", "corridors", "transit corridors", "Planned Light Rail Lines" and
"Proposed Light Rail Alignments" where THEY PASS THROUGH "Inner or Outer
Neighborhoods"?
